Dr. E. K. Bailey was the founding pastor of Concord Church. He was a native of Oakland, California and the son of the late Reverend V. M. Bailey (former pastor of Seventh Avenue Baptist Church of Oakland, California) and the late Mrs. Victoria Bailey Curtis of Dallas, Texas.  Dr. Bailey began his services to the building of God's Kingdom at the age of seventeen. His service began at Mount Carmel Missionary Baptist Church in Dallas, Texas in 1969. Later, in 1975, Dr. Bailey founded the Concord Missionary Baptist Church.

While obeying the call of God on his life, Dr. Bailey received his Bachelor of Arts Degree in Religion from Bishop College in Dallas, Texas (1969) and his Doctor of Ministry Degree from United Theological Seminary in Dayton, Ohio (1991). His educational accomplishments also include graduate studies at Southwestern Baptist Theological Seminary in Fort Worth, Texas. Especially noteworthy was an honorary degree conferred upon him from Dallas Baptist University in Dallas, Texas.

Dr. Bailey had the privilege of serving a large number of Christian leaders, throughout the United States, in numerous capacities. His various degrees of service included the National Baptist Convention of America, the Texas Baptist Evangelism Conference, in Fort Worth, the National Broadcast Concerts of Prayer in Seattle and Dallas, Promise Keepers Conferences in Atlanta and Dallas, the Martin Luther King, Jr. Celebration at Princeton University in Princeton, New Jersey, and many others.

Dr. Bailey was the founder of E. K. Bailey Ministries, Incorporated and expressed his ambition to be an enabler of change, for the disenfranchised, through his development of several conferences which are sponsored by E. K. Bailey Ministries, Incorporated.  One of which, the Institute on Church Growth (ICG), is designed to meet the comprehensive needs of the African-American church.

His many affiliations speak of this dedication towards the growth and development of the leaders of tomorrow. Those affiliations included President - E. K. Bailey Ministries, Inc. (Dallas), Vice President - H.I.S. Bridge Builders (Dallas), Advisory Board Member - Gospel Today Magazine (Nashville), Advisory Board Member - Christianity Today and Leadership Magazine, Board Member - Dallas Urban League (Dallas), Board Member - Holmes Street Foundation for Boys (Dallas), Pastor Chairman of the Board - World Christian Training Center (Dallas), Past Board Member of Paul Quinn College (Dallas), and Past Chairman - Board of Assessment and Assignment Unit of Dallas, Inc.
